Private Label Perfume Manufacturing in the UAE: A Step-by-Step Guide

Planning your own perfume brand? This guide walks through each stage of private label perfume manufacturing in the UAE, what it costs to get started and what to ask your factory.
Private label perfume manufacturing means a factory produces a finished perfume that is sold under your brand name. You own the brand, the design and the customer relationship; the factory supplies the fragrance, components, filling and packing. It is the most common way new perfume brands in the UAE and the wider Gulf launch without building their own plant.
Private label, white label and OEM — what's the difference?
- White label: you pick a ready-made fragrance and stock bottle, and put your brand on it. Fastest and lowest risk.
- Private label: the scent, bottle, decoration and box are specified for your brand, often combining stock parts with custom finishing.
- OEM / fully custom: a dedicated formula and sometimes a dedicated bottle mould, built only for you.
Most first collections sit between the first two: a tailored scent in a stock bottle, made distinctive through the cap, decoration and box.
Step 1: Write a clear brief
A good brief saves weeks. Include your target market, price point, product type (eau de parfum, perfume oil, body mist, oud or bakhoor), bottle size, the number of scents and the quantity you plan for the first order. Reference perfumes or mood words help the perfumers aim correctly.
Step 2: Choose or develop the fragrance
You can start from an existing fragrance oil or have perfumers develop directions from your brief. Our fragrance oil library lists more than 1,500 inspired-by oils with their SASOL codes, which is a practical way to shortlist directions before sampling. Inspired-by oils are not the original designer perfumes, and your brand must not present them as such.
Step 3: Select the bottle, cap and sprayer
Stock bottles keep costs and lead times down. Choose the capacity first (30 ml, 50 ml and 100 ml are the most common retail sizes), then pair a cap and sprayer that fit the neck. Zamac, wooden and magnetic caps change the feel of the same bottle considerably.
Step 4: Decoration and packaging
Screen printing, hot foiling, spray coating and frosting turn a stock bottle into your bottle. The outer box — folding carton or rigid gift box — is usually what the customer sees first, so budget time for artwork and dieline approval.
Step 5: Sampling and approval
Before production, insist on a physical pre-production sample: the real bottle, cap, decoration and juice. Sign off a specification sheet that locks scent, concentration, fill volume, finish and carton. This is the document that keeps your second order identical to your first.
Step 6: MOQ, cost and lead time
Our minimum order is 100 units per SKU, so a brand can test a scent before committing to volume. Unit cost falls as quantity rises and depends mostly on the bottle, decoration and box rather than the fragrance alone — ask for a line-by-line quote. Production typically starts from about two weeks after sample approval; custom finishing and larger runs take longer.
Step 7: Registration and export
Rules for selling perfume differ by country and change over time, so check the requirements of each market you sell in with the relevant authority or a regulatory consultant. For export, a factory should be able to provide safety data sheets, batch documentation and shipping paperwork for perfume, which is classed as a flammable liquid for transport.
